Creates the Community Project Grant Program to award grants to private nonprofit organizations to conduct projects that benefit communities; requires an application by a Legislator on behalf of a nonprofit for a project in their district; requires the Legislative Commission to adopt regulations that prescribe the categories of eligible projects, procedures for submission, review of applications, and reporting requirements.
