Appropriates $500 million proposal for Hurricane Helene relief, including $10 million to the Division of Emergency Management in the NC Department of Public Safety to make grants to nonprofits that are Volunteer Organizations Active in Disaster (VOADs) that are providing assistance in Hurricane Helene relief and recovery, $150 million for home construction and repair, $55 million to establish a grant program for local governments to expedite infrastructure repairs that impact the operation of small businesses; permits VOADs working on Hurricane Helene relief and recovery efforts to access heavy construction equipment and motor vehicles from the state’s surplus property.
