Creates a pilot program to permit advance payments to public benefit nonprofit corporations; requires the department to develop equity-driven procedures and eligibility criteria; prioritizes applicants with annual budgets less than $5 million; restricts the advance fund payments to one time and to no more than 25% of the grant or $100,000, whichever is less.
