Establishes the Non-Profit Transparency and Accountability Act subjected nonprofits that receive any part of their total operating funds from direct public sources, whether through state or federal appropriations, to the Freedom of Information Act; requires nonprofits receiving public funds to enroll in Open Checkbooks.
