Requires all state and local government grants and contracts to establish a de minimis cost rate of 15% of the modified total direct costs to nonprofits; prohibits governments from limiting reimbursements of indirect, administrative, or overhead costs; requires a database for nonprofit documentation for all government agencies to use for grants and contracts; requires governments to review and adopt the cost principles and grant reforms under the OMB Uniform Guidance; authorizes a list of common terminology; requires awards to be adjusted annually for inflation; requires automatic extension for 3 months if the extension or renewal process is not completed within 10 days of expiration; prohibits unilateral changes by an agency; requires procedures to reduce redundant monitoring; applies interest penalties if payment is not made by the required payment date.
