Requires elected officials and members of the Public Utilities Commission to report behested payments for payments of more than $5,000 made at the behest of a committee, elected officer, or member of the Public Utilities Commission for personal, charitable, legislative, or governmental purposes within 30 days of the end of the calendar quarter.
