Removes restrictions on carrying concealed weapons on public property.

Requires any person engaged in trade or commerce with a consumer to conspicuously disclose when the consumer is interacting with a chatbot, AI agent, avatar, or similar computer technology; creates private right of action for violations, with damages up to $10,000; allows attorney general to seek injunctive relief and civil penalties of more than $10,000.

Makes it a crime for organizations to conceal, harbor, or shield from detection any "alien" who is unlawfully present, as defined by federal immigration law, if the organization knows of or recklessly disregards their unlawful presence; criminalizes acts to "promote, advertise, coerce, or induce" such a person to come to the state; criminalizes provision of transportation, shelter, financial support, or legal assistance, and the conspiracy to do so; imposes fines and temporary or permanent revocation of business licenses for violations; provides for civil forfeiture of any conveyance used to transport persons who are unlawfully present, except by first responders.

Imposes work-requirements for able-bodied adults enrolled in Medicaid, including working 20 hours per week or mandatory volunteerism of 20 hours per week.

Limits liability for injury or death of a recreation club, including nonprofits, for any recreation activity; provides some exceptions.

Creates a new lobbying disclosure chapter; removes weekly reporting requirement; removes the term “educate” from the definition of lobbying; creates a new definition of “indirect lobbying”; requires reporting of expenditures more than $100 in indirect lobbying within 48 hours; prohibits a lobbyist to lobby a member of the Legislature or any executive official who is the lobbyist’s spouse, parent, child, or sibling.

Expands the definition of lobbying to education; expands the definition of lobbying to indirect contacts and attempts to influence legislation by attempting to affect public opinion and encouraging the audience to take action.

Requires all Idaho employers to use the federal E-Verify program to verify the employment eligibility of all employees; specifies types of ID that are acceptable proof of work eligibility; establishes penalties for violations by employers, state contractors, and subcontractors, including temporary or permanent suspension of business licenses; allows enforcement by state agencies and the state attorney general, and allows private citizens to petition the attorney general to enforce the act against a specific employer.

Prohibits any business, including nonprofits, from refusing to provide any service, product, admission, or transportation because the person has or has not received or used a medical intervention; prohibits any business, including nonprofits, from requiring medical intervention as a term of employment; prohibits schools from mandating medical intervention.
