Establishes the Office of Charitable Gaming to make formal recommendations on legal, integrity, and growth of charitable gaming activities and monitor and analyze charitable organizations and technology needs of charitable gaming; provides certain exemptions and modifications. AMENDED to remove charitable gaming rules under previous licensing requirements; specifies that only officers, employees and bona fide employees of the licensed charitable organization may conduct and administer charitable gaming; prohibits charities from outsourcing management of charitable gaming; requires gaming supplies and equipment be purchased through distributors licensed in Kentucky; sets standards for storage and control of gaming supplies; requires advertising of charitable gaming to provide the name of the organization and its license number; limits bingo prizes to $5,000.

Creates registration requirements and restrictions on a “political issues committee”; requires all persons, including nonprofits, and political issues committees that make independent expenditures in support or opposition of a ballot measure to keep records for 6 years; requires political issues committees to affirm from the donor that the donor is not a foreign national and has not accepted funds of more than $100,000 from a prohibited source; requires all entities making an independent expenditure supporting or opposing a ballot measure to certify and affirm it has not accepted funds of more than $100,000 from a prohibited source; prohibits foreign nationals from making a donation, contribution, or expenditure in support or opposition of a ballot measure or solicit another person, or direct, dictate, control, or participate in another person’s decision to influence a ballot measure; permits civil action; authorizes revocation or suspension of a lobbyist’s registration; provides a right of privacy to a lawful donor to a tax-exempt organization; requires any investigation or lawful order to shield the identity of lawful donors; prohibits any state or locality, court, or officer of the court to collect or require the submission of information on the identity of any donor to a tax-exempt organization; prohibits disclosure to the public or another government official not directly involved in the investigation any information revealing the identify of any donor to a tax-exempt organization unless the donor is engaged in prohibited conduct; requires any ballot measure advertisements to include information about the individual or committee paying for the ad.

Expands state contracts to include memoranda of agreement, program administration contracts, and personal service contracts; authorizes the secretary of Finance and Administration Cabinet to review administrative regulations and policies and procedures governing timely payments, reimbursement, and dispute resolution for contracts; requires all contracts to include provisions for negotiated terms for timely payments, penalties, payment dispute and resolution process, partial payment terms, and invoice procedures; requires notice for errors in an invoice or other requirement; requires notice for interest accrual; applies a 1% per month interest penalty for late payments; permits interest and costs of credit for a loan, line of credit, revolving credit, or other financial instrument taken due to a late payment; requires a 10 day correction period; requires a report every 6 months by the Finance and Administration Cabinet.
