Requires able-bodied adult recipients of public assistance such as SNAP, Medicaid, and state-administered general assistance to work or volunteer a minimum of 20 hours per week.

Establishes a working group to study and develop ways to prevent nonprofits that receive state funds, directly or indirectly, from aiding or promoting the success or defeat of any candidate, political party, or political ideology, or engaging in partisan campaign activities; studies potential repercussions for violations, including loss or reduction of state funding, or criminal penalties; requires the study by 1/1/26.

Requires review every five years of state contracts and personal service agreements with nonprofit human services providers to determine whether the rates paid adequately compensate the providers; requires a report to the legislature; requires cost of living adjustments of the rates.
