Creates registration requirements and restrictions on a “political issues committee”; requires all persons, including nonprofits, and political issues committees that make independent expenditures in support or opposition of a ballot measure to keep records for 6 years; requires political issues committees to affirm from the donor that the donor is not a foreign national and has not accepted funds of more than $100,000 from a prohibited source; requires all entities making an independent expenditure supporting or opposing a ballot measure to certify and affirm it has not accepted funds of more than $100,000 from a prohibited source; prohibits foreign nationals from making a donation, contribution, or expenditure in support or opposition of a ballot measure or solicit another person, or direct, dictate, control, or participate in another person’s decision to influence a ballot measure; permits civil action; authorizes revocation or suspension of a lobbyist’s registration; provides a right of privacy to a lawful donor to a tax-exempt organization; requires any investigation or lawful order to shield the identity of lawful donors; prohibits any state or locality, court, or officer of the court to collect or require the submission of information on the identity of any donor to a tax-exempt organization; prohibits disclosure to the public or another government official not directly involved in the investigation any information revealing the identify of any donor to a tax-exempt organization unless the donor is engaged in prohibited conduct; requires any ballot measure advertisements to include information about the individual or committee paying for the ad.
