Makes it a crime for organizations to conceal, harbor, or shield from detection any "alien" who is unlawfully present, as defined by federal immigration law, if the organization knows of or recklessly disregards their unlawful presence; criminalizes acts to "promote, advertise, coerce, or induce" such a person to come to the state; criminalizes provision of transportation, shelter, financial support, or legal assistance, and the conspiracy to do so; imposes fines and temporary or permanent revocation of business licenses for violations; provides for civil forfeiture of any conveyance used to transport persons who are unlawfully present, except by first responders.
