Authorizes the Mayor and City Council of Baltimore to impose a special-rate real property tax on property that would otherwise be exempt from property tax, if it is either a vacant lot or an improved property that has been cited as vacant and unfit for habitation or other authorized use on a housing or building code violation notice.
