Provides the Secretary of State discretion to suspend or waive late fees for nonprofits failing to file annual reports; authorizes the Secretary of State to cancel nonprofit registrations if the nonprofit fails to submit a statement of intent and file an annual report within 3 years or the nonprofit fails to submit any annual report or updates within a 3 year period, and the Secretary notifies the nonprofit of the cancellation; permits nonprofits to request reinstatement.

Increases the indirect cost rate for grants and contracts with nonprofits from 10% to the higher of the de minimis rate established under the OMB Uniform Guidance or 15%; re-enacts Maryland Efficient Grant Application (MEGA) Council, and directs it to study and make recommendations to the Department of Budget and Management on regulations adopting the OMB Uniform Guidance for application to state grants, with appropriate modifications; provides that this is an emergency measure that takes effect upon enactment. Establishes the Nonprofit Organizations Navigator in the MD Department of Commerce to provide technical assistance to nonprofits in obtaining access to and applying for state grant programs, work with nonprofits and government to resolve procedural complexities and delays in grantmaking, collect and share information on opportunities for grants, and represent nonprofit interests and concerns as a member of the Maryland Efficient Grant Application (MEGA) Council. Also requires Department of Commerce to annually report to legislative committees on the type and scale of assistance provided to nonprofits by the navigator; declares this an emergency measure that will take effect upon enactment.
